The use case decides the technology. A hotel door and an EV charging point do not want the same card: one needs short-range contactless, the other has to match a different infrastructure.
ID cards are mostly about photo, name and barcode printing. Loyalty cards need numbering and a QR code, while transit and payment cards are driven by the chip the host system requires. Design and encoding follow from that.
