Few organisations can replace an access system overnight. The old readers are LF, the new investment is UHF, and asking staff to carry two cards pleases nobody.
A dual-frequency card removes that problem. The same card reads as LF at the old turnstile and as UHF at the new parking gate. Magnetic stripe and contact chip combinations exist for the same reason: keeping the installed base alive.
